No. Domain Rating (DR) is Ahrefs' 0–100 score of how strong a site's overall backlink profile is, on a logarithmic scale; backlinks and referring domains are the raw counts behind it. A site can have many low-quality backlinks and still a modest DR, or fewer high-quality ones and a strong DR. Read them together.
Not for arbitrary domains. Google Search Console (formerly Google Webmaster Tools) has a Links report - the closest thing to a Google backlink checker - but it only shows that backlinks report for websites you own and have verified, and only as a capped sample, so it will never reveal a competitor's links.
